The secretariat inform the members of the CDNI bodies of the publication, on the first of July 2022, of the call for expression of interest in the context of the tender procedure for the renewal of the SPE-CDNI.

The Contracting Parties are invited, if they wich, to disseminate this call for expression of interest through the national public procurement channels.
Reception stations for ship waste
Subject to the payment of the CDNI disposal fee (8.5 EUR / 1000 liters of tax-free gas oil), you get access to the recycling parks of the waterway and port managers for the free of charge deposit of oily and greasy waste generated from the operation of the vessel (part A) . When handing over oily and greasy waste, you must present your ECO-card and an valid oil delivery record book.
For the deposit of other waste generated from the operation of the vessel (part C) you can also go to the recycling parks and partly to the sorting streets, spread along the Flemish waterways. The deposit requires no payment, with the exception of a limited number of waste fractions for which a rate for delivery has been introduced. Check this rate via the map of reception stations. When handing over the other waste generated from the operation of the vessel, you must present your ECO-card.

The existing plan for inland navigation comes to an end on 31/12/2020. The port waterway managers are obliged to draw up a new plan and submit it to the Public Waste Agency of Flanders (OVAM). This plan applies to all types of ship-generated waste coming from vessels using the waterways. The plan describes the way in which the CDNI provisions for ship-generated waste are applied in Flanders.
As one of the parties and port users involved, you have the possibility of consulting this plan and submitting your feedback to the Public Waste Agency of Flanders. You can do this until 15/01/2021 and via email@example.com.
Collection and transport of inland shipping waste during the corona crisis
OVAM understands the concerns of the sector. It is important that waste collection and transportation can continue in a safe manner, both for the population in general as well as for the workers involved in the sector in particular.
Therefore, after consultation with the Enforcement Department, OVAM can agree with the proposal to minimize personal contacts in the context of waste transport, for example by temporarily not requesting the signature of receipt on waste identification forms or other proofs of delivery. This as long as the precautions imposed by the Federal government apply. For more information about waste and the corona crisis, see also https://www.ovam.be/corona
The Flemish Department of Mobility and Public Works has coordinated this message with the Flemish and Walloon ports and waterway managers. Hereunder the overview:
- For the inland shipping waste collection, the port of Antwerp is obliged to switch to minimal services in order to continue to guarantee the continuity of those services. More info at: https://www.portofantwerp.com/nl/my-poa/services/afvalpark-voor-binnenvaart
- The services of De Vlaamse Waterweg remain unchanged until further notice. For example, the permanent reception facilities in Evergem and Ham remain open and collection by the “bilgeboot” in the Ghent’s region is also guaranteed.
- The services for waste collection in Wallonia also remain unchanged.
In order to minimize personal contacts in the context of waste transports, it was decided, in consultation with the members of the CDNI treaty, to temporarily not request the signature of receipt on identification forms. The proof of delivery can be digital and can be attached or joint to the oil delivery book.
CDNI developments from 1 January 2018 for boatmasters and consignees/handling facilities/reception stations
New unloading standards
New unloading standards will come into force on 1 January 2018. These new standards are available (Dutch, French, English, German) at cdni-iwt.org/en/dechargement/.
To make things easier for yourself, simply use the e-tool 'WaSTo'. This tool:
- incorporates all regulatory content in force from 1 January 2018 onwards;
- allows one to search for a given substance;
- identifies the modifications that have been made and makes it easy to spot the relevant modifications;
- explains the reasons behind the modifications;
- explains the health and environmental risks posed by the cargo residue;
- creates your personalised goods list with the associated unloading standards.

Integration of compatible transport operations into the CDNI
In addition to the existing regulations on dedicated transport, new regulations on compatible transport operations have been introduced as well. The new regulations became effective on 1 July 2017. Due to this modification new versions are also required of the unloading certificates, which came into use at the same time. The old versions can still be used up to and including 30 June 2018.
Attestation of unloading to be retained for six months
Boatmasters are already required to keep the attestation of unloading on board for six months.
From now on, consignees too must keep a copy of this attestation for at least six months after it has been issued. When the consignee uses a handling facility for the unloading, a copy must be kept there as well.
Reception stations which receive the wash water produced after the cleaning of the vessel are also subject to this requirement. That is why they must sign the attestation of unloading.

Ban on emission of gaseous residues of liquid cargo (fumes)
The degassing of both the cargo tanks and the loading and unloading pipe releases gases which may be harmful to humans and the environment. To reduce this harm, the Contracting Parties Conference of the CDNI decided on 26 June 2017 that the parties involved must eliminate harmful fumes, or have them eliminated, in an appropriate manner. The principles are similar to the provisions governing liquid cargo residues and the washing of cargo tanks.The degassing ban will be phased in so as to enable the necessary infrastructure and appropriate logistical solutions, such as the use of dedicated or compatible transport, to be developed.
The ban on the most harmful substances will take effect 6 months after ratification. Two years after ratification a second list of substances will be banned. The third phase of the ban will start to apply within a 3 or 4 year timescale depending on the outcome of an intermediate assessment of the implementing regulation.

Publication of unloading standards 2018 with elements of explanation
The Secretariat has the honour to inform you that the new unloading standards of the CDNI, which will enter into force on 1 January 2018, are available on the website of the CDNI.
In order to accompany the introduction of the goods list 2018, you will also find an annex containing elements of explanation. An online tool for the use of the unloading standards is currently under development and should be online in the course of 2017.
New Flemish waste management plan for inland shipping 2016-2020
The new Flemish waste management plan for inland shipping was adopted on 11 January 2017 by Flemish Minister Joke Schauvliege and covers the period 2016-2020. This plan describes how the ship-generated waste collection for Flanders' inland shipping sector is organised. It was drawn up in accordance with the provisions of the CDNI and the Flemish environmental legislation. This new plan is mainly a continuation of the provisions of the former plan, in which the ports of Ghent and Antwerp and the waterway managers of Waterwegen en Zeekanaal and De Scheepvaart play a key role in the organisation of the collection. The new plan was simplified wherever necessary by deleting text and annexes and by referring to the existing CDNI as well as to familiar websites for inland shipping, such as www. binnenvaartservices.be. This site also lists the locations for the reception of ship-generated waste for inland shipping. The focus is on oil-containing waste (Part A), household waste, recyclable fractions and small hazardous waste (Part C).

Port of Antwerp would improve degassing infrastructure
In order to widen the range of degassing facilities in Antwerp, the Antwerp Port Authority has issued a request for proposals to give an innovative boost to the degassing infrastructure. The Port Authority is offering a budget of 600,000 euros to support a number of projects to make controlled degassing of barges cheaper and more efficient.

Invitation to workshop CDNI -Part B : Problem of Unloading standards and deposit- /intake instructions for washing waters
Following the expiry on November 1, 2014 of the transitional measures in the CDNI relating to the cleaning of inland waterway vessels and the proper collection and treatment of washing waters, this workshop - which will be held on Monday, June 29, 2015 - will provide more clarification and explanations. There will be speakers from both the industry and the public sector.

Evaluation of waste collection of oily and greasy ship-generated waste
The Convention on the collection, deposit and reception of waste produced during navigation on the Rhine and inland waterways was signed in Strasbourg in 1996 and came into force on 1 November 2009 after ratification by all parties to the Convention. This Convention lays down the principles regarding the collection and financing of ship-generated waste. The general principle of the Convention is that the polluter pays the costs incurred for the collection, treatment or processing of waste This Convention on an environmentally responsible collection of inland navigation waste distinguishes three types of waste :
- Part A: Oily and greasy waste produced in the course of operating the vessel.
- Part B: Waste connected with the cargo: the party unloading the ship or the organisation mandating it is in principle responsible for cleaning the hold spaces or tanks and side decks after unloading.
- Part C: Other waste produced in the course of operating the vessel such as domestic waste, small hazardous waste and sanitary water.
In order to meet the requirement of the Convention to develop a sufficiently dense network for the collection of oily and greasy waste produced in the course of operating the vessel (part A), contracts were launched for the collection of oily and greasy ship-generated waste for inland navigation within the Port of Ghent, the Port of Antwerp and the operating area of NV De Scheepvaart and Waterwegen en Zeekanaal NV.
An evaluation report was drawn up for the purpose of optimising the waste collection of part A. This evaluation report provides an overview of all collections from 01/06/2014 until the end of this year.
Port of Antwerp waste parks will no longer be open on Saturdays
Since 2013, the Port Authority provides services that allow barge masters to deposit their ship-generated waste at the waste parks on the right bank on Saturday mornings as well. Because few barge masters make use of this weekend facility, the waste parks will be open exclusively on weekdays as of May 2015. By way of compensation and at the request of the inland navigation organisations, the Port authority will launch a pilot project near the Royers Lock as of May, allowing barge masters to deposit a limited quantity of ship-generated household waste 24/7. The pilot project will run for 6 months and after a positive evaluation it can be extended, taking into account the renovation works of the lock complex.

On Monday 29 June 2015, the Mobility and Public Works (MOW) Department and OVAM will organise a workshop on Part B of the CDNI.
Venue: The workshop is hosted by the “Gemeentelijk Havenbedrijf Antwerpen” (Antwerp Port Authority) (Entrepotkaai 1). It will take place in the morning (end is due at 12.30 p.m.)
Motivation: On the occasion of the expiry of the transitional arrangements provided for in the CDNI with regard to the cleaning of inland waterway vessels and the correct collection and treatment of wash water, there is still a great lack of clarity and various questions have been raised.
Objective: Through this workshop, we want to create some more clarity on the expiry of the transitional arrangements on cargo waste and examine which solutions are available. Active participation of all participants will be encouraged. Both people from the different industry segments and from the public authorities will be given a chance to speak.
What we are looking for: As to the practical implementation, we are seeking to collaborate with some representatives from the sector (inland navigation, shippers and unloading companies, collectors of ship-generated waste, port and waterway managers, competent public services...).
Cooperation between the inland shipping sector and the Flemish authorities involved
On 10/2/2015, the various representatives will discuss the collection of ships' waste in Flanders. The goal of the talks is to improve the exchange of information and to optimise waste collection further. There will be a follow-up meeting in the autumn. The location is always the ITB meeting room.
Expansion of the Quayside Electricity platform
It was agreed at the Ports-Flemish Region consultation meeting on 18/04/2013 to expand the quayside electricity platform to include waste disposal and the supply of drinking water. The goal to provide quayside electricity in Flanders will now be extended to waste disposal and drinking water under a joint vision. The platform will be coordinated by the Ports and Water Division of the Department of Mobility and Public Works, and our colleagues from OVAM will handle the waste disposal.
OVAM study 'research into a more optimal collection of shipping waste from inland shipping in Flanders'
OVAM recently completed the study 'research in order to achieve a more optimal waste collection from inland shipping in Flanders'. This study formulates recommendations regarding the optimal density of the network of collection facilities in Flanders, the cost-effective and environmentally efficient collection, the possible ways of cooperation between the port and waterway managers and the possible changes to the legislative framework. The study can be consulted on the OVAM website.
